What is the issue you’re encountering

The website pereirabarreto.sp.gov.br does not open on several ISPs, there seems to be some type of IP blocking, it does not even ping, on vivo and claro it opens perfectly, I did a tracert using the network of an ISP that is not opening and apparently the problem is within the Cloudflare structure.

I ended up deactivating Cloudflare on my website. We are the website of the City of Pereira Barreto. Last year (in 2024) the largest providers in Brazil blocked Cloudflare’s IPs due to a court order that banned x.com in our country. I think we were unlucky enough to get one of those IPs. Since our plan is free, no one at Cloudflare can change it. So we deactivated the service so that the pages would open again on the providers in our country.
