Setting up the CF Wordpress plugin with dev site on different domain

What is the name of the domain?

What is the issue you’re encountering

We have a dev site on one domain and the live site on another. When I try to setup the plugin on the dev site it says domain is not provisioned. What is the correct workflow for this to get the plugin active? I dont want to have to pay for another domain just for the dev site. We do all changes to the site on the dev site and then push it live so I need to set this up on the Dev site but with the live site details?
