Google Cloud Identity is just an identity service: the email addresses you create only serve to identify the user (like a username): they cannot receive or send emails, and there are no MX records.

If you want an email service for your users, you need Google Workspace licensing on top of Cloud Identity – and that’s where yuou’ll get the MX records from.
