I just moved my domain to a new server, so instead of having to edit one by one the ip address to point to a new one. I decided to remove my domain from cloudflare, then after the DNS propagation is done, I tried to add my domain again with hope that Cloudflare would get new nameserver. However, it seems that cloudflare still use the old settings, including all my page rules. How long should I wait until Cloudflare can finish updating all my DNS to point to my new IP Address?

It doesn’t matter how long you wait. That isn’t how Cloudflare works. Once you have used the initial scan, it’s done, more or less forever. It may become available again if you wait for over a week after the domain has been removed, but it’s far easier just to update the IP addresses.
if you have installed the Cloudflare name servers on the domain then there’s no need to be worried about your cloudflare is already active. If not you need to do that. Remember you paste the cloudflare nameserver on domain via domain dashboard and you will get the name servers of Cloudflare when you enter yout TXT and CNAME records on Cloudflare
