Server and user connection located in HKG, but CDN from SIN

Hello,

How is the CDN location determined?

Our web server is located in Hong Kong and the user IP is also from Hong Kong. But seeing the headers, the cf-ray shows: 5653xxxxxxxxxxxx -SIN instead of -HKG

Why are the resources being fetched from the Singapore CDN? Any reasons for this? Seeing no issues on the Cloudflare Status page, so just trying to understand the CDN routing logic.
