The new Security Insights - WAF Managed Rules not enabled with a Cloudflare free account is unable to complete the Recommended actions of:

Deploy Cloudflare Managed Rules

Due to the free account not having access to Firewall Managed Rules - ‘requires an upgrade to pro to manage the firewall rules’.

Is this just an oversight, an error or just a way to upsell the pro?

Yes, my “security insights” log is filled with this… I have 100’s of domains/websites in my account so my log is swamped with these every day and like you say, as a free account there is no way " resolve" this without paying.
