What is the issue you’re encountering

Cannot provision users to SAML applications directly from Cloudflare Access Portal

What are the steps to reproduce the issue?

  1. Setup a new SAAS Application under Zero trust - Access - Applications
  2. test the connection
    a. If the user is already created on the SAAS app you can login successfully
    b. If the user is not already created, you are not allowed to login

I am interested in a way to enable SCIM to provision users to that SAAS app directly from Cloudflare portal.

SCIM is available for provisioning users into Cloudflare but not to the SAAS applications

Yes, but that is only for provisioning to Cloudflare, not to the target SAAS app
