Current host using cloudflare we can not reach and I need to update DNS records, What happens if I use the scan DNS, will all records still import so I can update the name servers and add new DNS records?
What steps have you taken to resolve the issue?
Last time I scanned the domain that was already on another cloudflare account, not all records ported and the email and site would not load.

No, cloudflare is not a hosting provider, exceptions apply, but not here.
Is that you cannot login to the account that has the active site or cannot reach a person that has access to the account that holds the active site?
You can add the site to the account you are using here, the records will not import properly and you’d need to manually update the DNS A record and any & all email records in the currently active account. It’s not a task you want to take on unless you have no other choice.
Your best option is to try and regain control of the account that has the active site. I can share some links to help with that. The only way you’ll be able to regain access is by having access to the email address of the account.

I have access to the site admin, But I do not have access to the current cloudflare DNS settings. I did a scan to my own cloudflare account, but since proxy is on, I dont know that all records were imported, I did notice 4 A records and 4 AAAA records, I have no way to confirm the IPs listed are correct.
So I am worried about updating the nameservers to my own cloudflare since last time I did this, the site and emails stopped working. So I suppose will need to manually confirm the records? Without any response from the current clients hosting provider. I am not sure the next steps I should take… They are willing to completely redesign the website. I have access to their GoDaddy and email since its with google…
Is it a change to DNS or you want to move the site to a different cloudflare account?
If you add the site to a different account, the IP addresses that are scanned will be cloudflare, not what you want.
With that you should know the IP address for the origin server, that’s good.
That means those email records are what you’d need to recreate and where you encountered the issue before. You can get the records one of two ways, have the person that holds the active site today export their DNS records and you can import them and then update/change as you like - or -
You can recreate the DNS email records based on that information.
