I run a game server and all the players coming from Russia are unable to access my website or game server because cloudflare blocks them. How can I disable these blocks entirely?

Cloudflare does not block traffic unless instructed to.
Having said this, there are no blocks that I can see at your zone, but I am able to see some managed challenges due to bad score due Tor trafic:
The badscore is a direct result of the Security Level under Security > Settings.
If you’re certain that you want to allow this kind of traffic through the firewall without triggering a challenge, simply navigate to Security > WAF > + Create rule, and create a rule similar to this:
Note that this will only bypass the security level, but will still maintain the remaining WAF components enabled.

The users are not using Tor. They are just all from Russia. Other countries can connect without issue. All my non-cloudflare ips they can also reach. If they use a VPN they can connect.

There are no blocks in WAF to any Russian IP address.
Have them record a HAR file generated with the issue occurring over Cloudflare and make sure the block page actually is from Cloudflare.
How do I generate a HAR file?
If there’s no Cloudflare branded block page, then the block is not coming from Cloudflare and the traffic is not even hitting your zone.
