Just try to visit store.loadingbay.com or api.loadingbay.com if your ISP is TOPNET (AS37705)
Two different RIPE Atlas probes, which are running on the mentioned network, can reach “104.18.50.162” perfectly fine.

Please disable all network related modifications, including any VPN, that you may have running, as you indicated above with:

Then the only remaining opportunity will be to look in to the problem together with your ISP, with the eyes as if your ISP may have a local routing issue, that is affecting traffic from the city where you are, but not traffic that is originating from other cities.
I have not made any network modifications, and I am not using a VPN. I only mentioned VPN as a way to bypass the issue, not as part of my usual setup. Without a VPN, I am completely unable to access the website or even ping it.
That seems to be the case. I am not the only one experiencing this issue, also my friend who is in the same region and using the same ISP (TOPNET) is unable to access the website. However, users in the same region but on a different ISP have no issues accessing it.
After several days of waiting, I just tested right now and confirmed that my ISP has resolved the issue.
The issue has returned, I just tested again and can no longer access the website.
I am located in Sousse.

You will need to contact your ISP for further troubleshooting.
The traffic is never exiting TOPNET’s network.
Only TOPNET can dig further in to that.
