Then the only remaining opportunity will be to look in to the problem together with your ISP, with the eyes as if your ISP may have a local routing issue, that is affecting traffic from the city where you are, but not traffic that is originating from other cities.
I have not made any network modifications, and I am not using a VPN. I only mentioned VPN as a way to bypass the issue, not as part of my usual setup. Without a VPN, I am completely unable to access the website or even ping it.
That seems to be the case. I am not the only one experiencing this issue, also my friend who is in the same region and using the same ISP (TOPNET) is unable to access the website. However, users in the same region but on a different ISP have no issues accessing it.
The issue has returned, I just tested again and can no longer access the website.
