Routing Issue (help!)

My ISP provider Globe Telecom from the Philippines routed 1.1.1.1 to Hong Kong instead of Manila or Cebu.

Looks similar to:

1.1.1.1 responds slow, 1.0.0.1 responds fast from Philippines

Yes, that is probably the best action to take. They seem to be routing the IPs differently, as in the other thread I linked to.
