Routed email go to junk email in Outlook, why?

I have configured Email Routing to forward email from [email protected] to [email protected]

When I send an email from CCC@BBB .com (outlook) to [email protected], emails arrive at [email protected] but as junk email in outlook
What could be the reason?

In DMARC management, I also try to change
v=spf1 include:_spf.mx.cloudflare.net ~all
by
v=spf1 include:_spf.mx.cloudflare.net +all

But still, it goes to junk

You don’t ever want to use the following in an SPF record. It makes any IP pass your SPF which defeats the purpose.

SPF is not the only criteria evaluated by spam filtering solutions. Have you worked through this Community Tutorial?
