Rewrite or redirect subdomain to subdirectory

I’m looking for the best way to rewrite
fr. exemple .com
to www. exemple .com/?hl=fr
or: ar. exemple .com → www. exemple .com/?hl=ar
for multi languages website, using page rules.
I know how to it with .htaccess but since I’m using “Blogger CMS” it’s not possible.
