What is the issue you’re encountering

I am facing heavy DDOS with different IPs. I want to apply Rate Limiting but is is not working.

What steps have you taken to resolve the issue?

I applied WAF custom rules to block countries to access the website. Please help me in applying Rate Limiting.

That rule doesn’t make any sense. URI Path is the path part of a URL, for example for
the URL
https://community.cloudflare.com/t/rate-limiting-is-not-working/714564
The path is /t/rate-limiting-is-not-working/714564.

If you just want to apply your rate limiting to all requests, you can just hit Edit Expression and type true and save.
