Rate limiting is free or with fee?

Hi all,
I’m going to use the Rate Limiting in Cloudflare WAF.
I use Cloudflare Business Plan.

I read this URL which was published at 29 Sep 2022.
It says Unmetered Rate Limiting. E.g: Totally free.
https://blog.cloudflare.com/unmetered-ratelimiting

However, when I read this URL https://www.cloudflare.com/plans
The Rate Limiting Rules are free (up to 5 rules for Business plan).
But the rate limiting traffic is not free.

Please help to confirm if the first link is accurate at this point of time.

I have asked support.
The Rate Limiting Rule is totally free.
The Rate Limiting in the image is old version and is not applied to my new account.
