Rate Limiting for the search query only

Hi, could you please help me how to create a Rate Limiting Rule for the search query for my wordpress site?
For example I would like to match all queries
“GET /es/?s=some_text”
“GET /de/?s=some_text”

You cannot use query strings or anchors and If you’re on the free plan, you can only create one rule.
