i tried the rate limit, blocking 20 request per 10 seconds, and I already have 2k hit log to 2a06:98c0:3600::103 with empty user agent, i just wondering if this is a bot or someone using cloudflare service and try to scrape my site since this ip is cloudflare?

also i want to add, i tried to check if rate limit is working on one of my rdp server
I tried opening 50 links on to my website and the rate limit is not working to me?

You will also see it if you have enabled Signed Exchanges…

i found out that it was being cache. thats why i dont see the rate limit
