Public access through r2.dev subdomains are rate limited and should only be used for development purposes.
You can connect a custom domain rather then using that, but without Enterprise (and an ICP License) you won’t have access to Cloudflare Locations in China.
I can’t speak to the second problem, it sounds like some app specific issue, but if R2.dev public URL works, you could just use the Custom Domain feature and use that URL rather then the S3 API.

This issue is that my domain name has a registration permit in China, but your public domain name has been intercepted by the Chinese Ministry of Industry and Information Technology. It may be because there are many developers using the R2.DEV domain name, which contains sensitive content and has been intercepted by the Chinese Ministry of Industry and Information Technology. Can we resolve this issue? The domain name cloudflare.com has not been intercepted, and I hope to use this domain name instead of R2.DEV
It’s unlikely Cloudflare would do that, and I know of no plans for that at the moment (and it would seemingly just repeat the same issue). You can instead use R2’s Custom Domains feature, as described above:
It works the same as the public r2.dev URLs do, but on your own domain rather then on r2.dev.
If I use a custom domain name, the download speed is very slow, but if I directly use a signed domain name with R2.DEV or S3 API, the download is fast. What is the reason for this? I can only download custom domain names up to 15M/S, but for R2.DEV or S3 API signed domain names, I can reach 40M/S

I have read a lot of feedback from developers, and some have also reported that R2.DEV public domain names cannot be used in other countries. They cannot be opened directly and have been intercepted to 127.0.0.1. This may have been intercepted by the local national public security department, including some cities in South Korea, China, Japan, and other countries that cannot use R2.DEV public domain names. Can you handle it as soon as possible? Otherwise, we users can only access it after changing the IP address using VPN.
