What steps have you taken to resolve the issue?

I tried to use the AWS CLI or the node SDK, doing any operation to R2 S3 results in a connection timeout.
Even trying to load the S3 URL from the browser

What are the steps to reproduce the issue?

Simply try to do any operation to the S3 API in R2

Where abouts are you located? This doesn’t seem to be a widespread issue, so I am suspecting this is due to more ISP/country-specific blocks, like have been observed in Spain recently, out of Cloudflare’s control.
