It seems that JavaScript resources are fundamentally not cached, so my question is how does Cache Deception Armor works?
Have you gone through the documentation already?

Yes, I’ve checked it out, so I suspect it might be due to the js extension not matching the returned content-type of text/javascript. I’m not sure if this is a bug, because it works well with css
