Question about "Bypass Cache on Cookie"

I have a question about this one:
“When the Bypass Cache on Cookie rule matches the criteria we set, Cloudflare won’t cache HTML”

But does it happen when the server responds with such a cookie or when the client with such a cookie is making a request?

The cache is bypassed when the client has a specific cookie already set. I don’t think that it counts for the requests where the client receives Set-Cookie but I could be wrong
