Purging single file

I have a JSON that I changed and the purge doesn’t work, old users always getting the old file…
things I tried:

  1. Purge Everything
  2. I had a rule for caching everything, I turned it off
  3. add a rule cache - bypass all
  4. delete the file, purge everything, enable development mode, removed always on
  5. used the API to purge the json

*new users getting the new file, only old users get the old file

I cant tell all of my old users (50k) to do it… Is there no other solution?
