You need to create the PTR record in your hosting provider’s menu, not in Cloudflare. PTR records that you create in Cloudflare have no effect.
But I manage the DNS in cloudflare. My registrar is namecheap and once I changed the DNS to CF I can not edit it any further.
(Forward) DNS are settings for your domain, which you manage in Cloudflare.
Reverse DNS (PTR) is a setting of your website hosting, so you manage that wherever you host your website.

That’s a bit unique, but usually a website host owns that IP address block, so that’s where you would manage PTR records.
Whoever owns the IP address block your DNS points to is where you’d have to add that reverse record that points the IP address to the hostname.

It differs from ISP to ISP, but usually, reverse DNS is only available on business plans. You need at least a static IP address.
