This needs to be set by your hosting provider because they are the IP owner.

in my case I have the domain with godaddy and Iā€™m doing DNS with Cloudflare. The IP is from my internet provider. My internet provider should do the rDNS?

Fuse Telecom: They will only set the PTR if it is a static IP address.
