IP Ranges seem to be outdated as in our logs we have 104.28.40.7 in our logs and reverse of this one indicated that it’s used for proxies.
Can you update your list please ?

104.28.40.7 is not a part of the HTTP Proxies from Cloudflare.

Can you please elaborate on what exact data you use, to base this indication on?
