I would like you to add a feature to add exceptions for countries, so that Encrypted Client Hello (ECH) does not work in selected countries. This would be very useful, especially for Russia.

I understand your pain due to the lately discussion on multiple forums online about this. I believe Cloudflare team is aware of this and already working on the solution for it.
How should Cloudflare determine if the user really is from XYZ country, or not, nowadays different device language, different Web browser language, different IP due to the ToR and VPNs, so where from are you really? Even if not, if you’re hooked to the ISP which doesn’t allow ECH, you cannot help yourself either I am afraid.
Like new “ECH rules” to manage and troubleshoot to whom ECH is working or not and why, is it Web browser, is it domain settings by the “ECH rule”, or is it the ISP issue?
I am afraid this would create additional work on the infrastructure which is not needed at the moment of having beta features enabled and pushed to everyone, where we unfortunately don’t have a simple button on the UI dashboard to Turn Off or Disable such feature when the issue arise above the horizon affecting multiple users.
