Is that service connecting to your site? If so there is a good chance you’d need to whitelist these IP addresses. Is that the complete list? Do you have any logs to check what exactly failed?
On Cloudflare there is a notification from cash desk that the payment took place successfully and the balance to the user was enlisted. Support of cash desk told to add such IP:
