Problem Giving Access to Theme Developer

I’m trying to give access to my WordPress Theme developer and I can’t figure out what the problem is. I’ve gone through the other community posts and the other help sections. The developer is in Ghana. I’m hosted on Cloudways on an AWS / WordPress setup.

Here are the Security Settings (set after getting desperate):

• Security Level: Essentially Off
• Challenge: 1 Month
  Browser Integrity: Off

The Rules I set up:

• Country of Ghana Allowed
• His IP Allowed

He’s getting as far as the login screen.

1. After entering the credentials and clicking enter the browser refreshes and comes back to enter login again.
2. He’s using Windows 10 Ultimate
3. Chrome browser/ DuckDuckGo/Firefox (I don’t use any ad blockers)
4. He has used incognito mode and zero extensions on Firefox and Duckduckgo and it still doesn’t work

After canceling the login he gets this message:

Unauthorized

This server could not verify that you are authorized to access the document requested. Either you supplied the wrong credentials (e.g., bad password), or your browser doesn’t understand how to supply the credentials required.

I can’t see what I’m doing wrong. Any help would be appreciated.

Resolved - it was an issue with the install on Cloudways.
