There can be a lotta reasons for the low speed.
In my opinion, CloudFlare might be only good for static contents caching and DNS (actually I found that their DNS is not that fast as well, at least not as good as the results from ping. Maybe they are too popular?).
The CDN can add a lot to Time To The First Byte and the loading time of the dynamic contents and the contents needing fetching from the origin, especially when the client is far away from your origin.
I believe a better solution is load balancing your site with multiple servers to make the route from your origin to the clients better.
We actually encourage users to post in their own language. The forum has a built in translator. at the bottom of a post.
Okay, but the translator lacks in the translation support for Chinese.
You should improve that if you really encourage users to do so.
