Sorry for the issues you’re hitting with this. I can see the invoice and I can see the plans are still free. You’ll need to create a ticket with the Billing Support team to have them look at the cause.
You can open a Billing ticket here, https://dash.cloudflare.com/?to=/:account/support, please select Billing as the first option on the drop down and continue the form to the second page to submit a case with Support.
