FEES ARE NONREFUNDABLE. YOU WILL BE BILLED IN FULL FOR THE SUBSCRIPTION TERM IN WHICH YOU CANCEL AND NO REFUNDS WILL BE PROVIDED FOR THE UNUSED PORTION OF SUCH SUBSCRIPTION TERM. Following any cancellation, however, you will continue to have access to the Paid Services through the end of your current Subscription Term. We may, in our sole discretion, provide a refund, discount, or credit (“Credits”) to you in a specific instance, however the provision of Credits in a specific instance does not entitle you to Credits in the future for similar instances or obligate us to provide additional Credits.
If you have already been through the Cloudflare Customer Support, and they are refusing your request for a refund, then I’m afraid, that there is nothing further that can be done from here.

You should definitely be able to use what you paid for.
Check your account to see if the payment you made is in your account as a credit balance (since you downgraded the account immediately after the payment).
If it’s there, then you should be able to upgrade back to PRO, and that balance should be used. That’s how most billing systems work anyway – but with all the recent billing issues, there’s also the possibility (however slight) that you may be charged a second time.
If we take an example that you currently have a credit balance of $239.57 on your account, the procedure would be:
Create your desired plan (e.g. Pro, $240) right now.
You will be charged the full price for the plan (e.g. Pro, $240) right now.
At the next time you need to make a payment, you will be charged the price of the plan (e.g. Pro, $240), but minus the $239.57 you have on your account, so in total you would be charged $0.43 here.
