Welcome to the Cloudflare Community. 
Unless you are on an Enterpise plan that explicitly includes them, zone transfers are not available.
Zone transfers are only available to customers on an Enterprise plan.
What underlying problem are wanting to solve? Could delegating a child zone meet that need?
Thanks, is cloudflare support Private DNS ? we have private domains those we don’t prefer to be available in public Cloudflare name servers.

Cloudflare is public DNS. If there is a way to implement a private Cloudflare solution, it would be a custom Enterprise option.
