You mean minimum seat or? 
Zero Trust Free plan starts from and covers 50 users/seats.
I would like to purchase 11 seats of ZTNA standard edition

In which part you’re not able to proceed with 11 seats for Standard plan where $7/seat equals $77/month?
Maybe you’re not yet on a Free plan at first, before upgrading to Standard, which might create a confussion?
Furthermore, the free plan covers up to 50 users. If you need more than 50, e.g. exceed that number, you must switch to the paid plan which costs $7/seat/month.
The paid plan charges for every user, so you’d pay $357/month (51 seats * $7/seat/month). So if you need 55 users, the total will be 55*7=385/month and so on.
In your case, 11 * $7/seat/month = $77/month.
Once you change the plan away from the 50 free (Pay-as-you-go plan/Standard) and add more seats, all seats are billable. The best approach to avoid the charge is to audit your seat use to see if you can maintain it at or below 50 seats.
Maybe the a la carte $3/user version would be the better option for our case?
May I ask which feature or what exactly you need from the Standard plan? Have you tried or exceeded Free already?
