Poor CDN performance from Telstra in Australia for IPv4, IPv6 OK

I am puzzled why ping times to the Cloudflare CDN for my domain (free tier) is over 200ms ping for IPv4 but less than 10ms for IPv6 (location: Melbourne Australia, ISP: Telstra).

Testing on https://cloudflare-test.judge.sh/

  • IPv4: MIA (MIAMI INTERNATIONAL AIRPORT)
  • IPv6: MEL (TULLAMARINE)

The above post may explain that it’s related to commercial peering arrangements, but why would this only apply to IPv4?
Noting other ISPs in Australia have quick responses on the IPv4 address.

Good thing Telstra has wide support of IPv6 across fixed and mobile broadband.

Why wouldn’t it apply to IPv4?

Seems reasonable that we might choose different peering arrangements for different IP address ranges based on commercials.
