What is the issue you’re encountering

After cloudflare CDN setup, when I log in to my wordpress website, the button to add plugins is not available. Ls caching. Please suggest solution. I’m on free plan.

What steps have you taken to resolve the issue?

I tried to add Page Rules to bypass /wp-admin and /wp-login URL, but it did not work.

Might be Cloudflare WAF blocked you, and it’s not related to the cache.
