Sorry, I don’t think this question is actually related to Cloudflare. I guess you are coming to the wrong place. Please consult your ISP instead.

I am using DNS 1.1.1.3 and 1.0.0.3

The usage of Cloudflare DNS server does not affect the ping. You should contact your ISP instead.

DNS 8.8.8.8 facebook ping showing Average = 53ms and DNS 1.1.1.3 ping showing Average = 350ms facebook and instagram.

If the target domain is relying on DNS client subnet to target particular geographic regions, then 1.1.1.x will result in sub-optimal address resolution. 1.1.1.1 is privacy focused, so does not pass the client subnet to the authoritative DNS server.
