I am using DNS 1.1.1.3 and 1.0.0.3

The usage of Cloudflare DNS server does not affect the ping. You should contact your ISP instead.

DNS 8.8.8.8 facebook ping showing Average = 53ms and DNS 1.1.1.3 ping showing Average = 350ms facebook and instagram.

If the target domain is relying on DNS client subnet to target particular geographic regions, then 1.1.1.x will result in sub-optimal address resolution. 1.1.1.1 is privacy focused, so does not pass the client subnet to the authoritative DNS server.

Yeah my ISP DNS is best.

Islamabad and Karachi are in re-routed since 6 months ago.

Then you use your ISP’s resolver and the issue is solved.
