We have a website hosted by Cloud Flare and it is running php 5.5.9 and so we desperately need to upgrade it to 7, but all info here suggests that we need to contact someone else to do this, but Cloud Flare are the hosts and the domain hosts, GoDaddy, say that they cannot do this, so who can?
Cloudflare does not host. You need to contact your actual host for that.

You need to talk to the company which hosts your site and thats something only you can know.
