You cannot add or modify subscriptions or services until the outstanding balance is paid. You should be able to do so in your Billing page. (Code: 1323)

What is the issue you’re encountering

If I try to add a new domain or change the subscription level of an already added domain I get the error and I cannot change the subscription level.

What steps have you taken to resolve the issue?

I have

  • checked the invoices and billing 100+ times, I have no unpaid invoices. Even on the API none shows.
  • created tickets on the support pages
  • written emails including screen shots, screen recordings, HAR file and anything the support asked for.

As this is a billing related issue, we are not able to provide assistance on Community. I see that the ticket you raised is currently being attended by our Billing Team, and awaiting your response. Do communicate with them through the ticket.

Yes, it is a billing issue, however the issue that there is no invoice and the same “unpaid invoice” appears even when trying to add one of the affected domains to a newly created account is a system problem.

And if you actually read what’s up here, there is a ticket. Just no communication from Cloudflare. Seems like you read this the same ways as support read the ticket.
