You cannot add or modify subscriptions or services until the outstanding balance is paid. You should be able to do so in your Billing page.

I wanted to add a new domain to my account, but an unpaid bill is preventing me from doing so.

Just open invoice IN-1100214 and click on the Pay Online Link, it it says payment link expired.
