I receive this error message when attempting to transfer this domain to Cloudflare. It is only this specific domain that is resulting in the issue. The same payment provider was used for numerous other domains at the same time, before, and after with no issues. I even tried another card and experienced the same issue. The payment provider is not seeing any denials on their end.

What are the steps to reproduce the issue?

Attempt to transfer the specified domain into cloudflare, which results in a fee for the annual renewal of the domain, and requests the auth code. I enter the auth code and submit, and receive the error message.
