You can’t as Cloudflare’s proxy only listens on these ports (unless using Cloudflare Spectrum)…
Your only option is for hello to be “DNS only” and perform the redirect on your own server (to a proxied subdomain if that is your preference).
I would rather keep the Cloudflare proxy enabled for security. I also need it enabled for my signed certificate on the strict SSL option.
How can I do this at the Cloudflare rules level instead like I originally asked?

As I said, you can’t do this using Cloudflare unless you have an Enterprise plan with Cloudflare Spectrum add-on.
