What is the issue you’re encountering

I am unable to add new domains to cloudflare with their DNS records

What steps have you taken to resolve the issue?

tried different computers on different internet connections, tried opening a new account.

What are the steps to reproduce the issue?

simply add a new domain and when it gets to the choose free account it tries to set it up and I get this message Overall calls per time limit per connecting user have exceeded the rate limit. (Code: 10300). In a new account and my main account. I even get locked out of cloudflare and it says something similar but, I can’t see what I already have in the account.
