Cloudflare is the only entity in the position to do anything about the issue. Either clearly state that it doesn’t work with Outlook or coordinate with Microsoft to have it fixed. Given that me and you can’t do anything to fix it then it falls in cloudflare to do it
Getting similar here today (or for the last couple of days) with email being rejected by Yahoo (so AOL and others too).
The message I get is : Rejected reason:
upstream (mx-aol.mail.gm0.yahoodns.net.) temporary error: Unknown error: transient error (421): 4.7.0 [TSS05] Messages from 104.30.10.109 temporarily deferred due to unexpected volume or user complaints - 4.16.55.1; see https://postmaster.yahooinc.com/error-codes
Yahoo says its nothing to do with them and is down to the owner of the IP mentioned (which is Cloudflare) to fix.
Lost 168 emails in the last 2 days, obviously many were resends by organisations trying to get their emails delivered to me.
I encountered the same issue, losing over 90% today.
I only noticed the problem today . I am seeing the same issue with emails fwd to outlook . com with 46% blocked in the last 7 days . It was even higher 21 days ago .
I imagine a lot of people don’t see this unless they go looking for a specific reason .

IP’s on the errors I have seen:
104 . 30 . 10 . 95, 104 . 30 . 10 . 139, 104 . 30 . 8 . 59, 104 . 30 . 8 . 223, 104 . 30 . 8 . 105, 104 . 30 . 10 . 92, 104 . 30 . 8 . 194, 104 . 30 . 10 . 135, and there’s plenty more .
My only conclusion is CF are allowing emails through that lower the confidence rating of its IP’s and I am not sure how CF can fix it, unless they start to scan all transient emails and junk emails themselves .
I have a list of destination email addresses that are only used by SPAM bots due to data breaches, these I ask CF to drop for me, but if every domain CF hosts has just a . 1% problem, that’s going to get listed by outlook eventually, just based on volumes likely going through CF IP’s .
I may have to look for a new MX routing service to clean this up, I just don’t see at the moment how CF can fix this, and if they can’t it’s a dead-end product . (conversely though the more of us who leave, it will likely get better for those that remain as the bad emails will reduce in volume) .
Maybe time to cross-check our Junk folder detections for unique destinations only getting SPAM, and update drop rules in CF? Still I’ll probably look for something new in the new year, I quite liked it all in one place with CF though . . .
Or other option, upgrade to O365 and stop using personal outlook for my personal domain, which sounds expensive .
Does anyone have recommendations for other MX forwarding services, or knowledge whether this issue affects O365 as well as outlook . com?
I don’t believe that the user experience for those who remain will improve as more users leave because malicious users will always occupy all the resources and have no reason to leave. I think Cloudflare should take measures to address this issue, such as limiting the number of forwarded emails per user to 100 per day or 5 addresses per domain. Additionally, Cloudflare should find ways to identify malicious users to enhance the experience for other users. If Cloudflare cannot effectively improve user experience, the service will deteriorate and become part of the black market.

Same! Google and Microsoft blocking Cloudflare forwarded emails. This is crazy they aren’t working on this.
I’m also encountering this issue with outlook, no more email forwarding since last Wednesday.

For a company, we use forwardemail.net, which is a paid service. Was hoping Cloudflare would solve it for my personal domains. It’s looking bad at this moment, and hope CF/Microsoft can resolve it.

I have the exact same issue as the others. I missed several automated emails according to the “Activity Log”, that unfortunately we cannot resend. What is CF doing about this issue?
