Outgoing packet loss

I have such a problem that since the beginning of autumn, I have lost outgoing data packets. My provider throws up his hands on this problem and says that he has already done everything he could. I did not notice any dependence in such disappearances, but at night, when, in theory, on the contrary, fewer people use the Internet, I have more lost packets. I would be very grateful if you could answer me about the possible cause of such a problem.
