Our users are getting “Sorry you have been blocked” and similar messages when trying to access websites. It is not always the same website or the same user that gets the error. We are a Public School District in Florida with over 100k students and +12k staff. Surely we dont have to contact every site that poses a denied or blocked page.
Cloudflare provides tools to websites, it doesn’t administer it themselves. However Cloudflare does maintain IP reputation. If your network has been the source of malicious requests that would impact the reputation and may be used as a signal by sites which track the risk of certain IP addresses to determine whether to block it or not.
With over 100k students and 12k staff it may be possible that your network has been the source of malicious traffic. If that is the case, resolving that issue will improve the reputation of the IPs over time.
