I noticed that nslookup returned the gib.gov.tr 1.1.1.1 query successfully through a different ISP.
What could be the problem here?

The correct answer comes to the nslookup gib.gov.tr 1.1.1.1 query via TurkNet ISP,
but I get the error “One.one.one.one can’t find gib.gov.tr: Server failed” on TTNET ISP.
Your ISP could be intercepting your DNS traffic. Try DNS over TLS/HTTPS and see if that changes anything.
