As Cloudflare does not provide outbound email services (sending), I would suggest you to contact the email provider you’re using, for further assistance.
A quick Googling shouts towards that this is the SendGrid API, which is refusing to take care of your email.
If you have already posted everything above about the failures (and error code(s)/message(s)), above, - then I suggest you consult SendGrid for further assistance, as it points towards an issue on their end.
Question about this is, … do you only have a connection with Fluent Forms, - or do you have a direct connection with SendGrid, too?
If you’re only having a connection to Fluent Forms, then you would likely need to escalate the issue through Fluent Forms, and then have them escalate it towards SendGrid, if the latter part becomes necessary.
