I am trying to enable the Workers apid plan but not able to upgrade

What steps have you taken to resolve the issue?

Contacted the bank if the issue is with the bank, which they said they did not receive the request.
tryed using multiple cards.
tried upgrading from different browser and different Pcs, also in incognito
