I am not able to change my billing method nor I am able to upgrade my plan.

What are the steps to reproduce the issue?

When I go to my billing and I want to change billing method, it’s not happening. An invoice is pending for 4$, I want to pay that but it’s not happening.
Also I want to change my plan from Free to Pro and I am stuck.
