Can we use an argo tunnel to serve media content, if the caching and the option to proxy through Cloudflare is disabled?
Generally yes, but that effectively turns the proxy back on.
Thanks for the reply. So, would I be in violation of section 2.8 of the terms (Self-Serve Subscription Agreement), if I served media content over an Cloudflare Tunnel with a free plan?
You can’t use Cloudflare Tunnel to a hostname that’s not 
Proxied. Which is why @judge pointed out that Tunnel by definition is proxied, so you’d be inviolation of ToS 2.8.
